INVOCATION: Mayor Huntley.
PLEDGE OF ALLEGIANCE: All in attendance.
ROLL CALL: Mayor Huntley, Vice Mayor Cowell, Council Members Anderson, Lizarraga, Lukkasson and Winslow.
ABSENT: Council Member Kelley.
STAFF PRESENT: Town Manager Alex Taft, Town Attorney Walsma, Town Clerk Karen Norris, Police Chief Jeff Gilbert, Grants Administrator Terry Frausto and Al Johnson C.B.O.
REPORTS & ANNOUNCEMENTS:
Mayor Huntley responds to an email he received regarding the solar project being cancelled. Mayor Huntley reads a report confirming the project is still moving forward and has not been cancelled.
Mayor Huntley reports that Council Member Kelley is feeling much better and should be home tomorrow. His medication was the problem and is all straightened out now.
Council Member Anderson announces that the Town of Quartzsite has an official website and gives the address to the public.
Town Manager Alex Taft presents the Mayor with two awards from Southwest Risk Services, Loss Control Award for 08/09 and Award of Excellence in Workman’s Comp 08/09.
CONSENT AGENDA:
1. Accounts Payable (Check Series: 30110 – 30158/Total=$158,970.58.
2. Approval of Minutes of Regular Meeting of April 27, 2010.
Council Member Lizarraga motioned to approve Consent Agenda as presented. Motion seconded by Council Member Lukkasson. Mayor Huntley calls for the vote. Vote – 6 in favor, 1 member absent. MOTION CARRIED.
NEW BUSINESS:
051110 – 1. Discussion and possible approval to apply for Highway Safety Improvement Program Funding (HSIP) for striping B-10 Main Street for a bicycle lane.
Council Member Winslow motions to table this item until the additional information is available. Motion seconded by Council Member Lukkasson. Mayor Huntley calls for the vote. Vote – 6 in favor, 1 member absent. MOTION CARRIED.
051110 – 2. Discussion and possible approval to apply for an EEC B6 Grant (Energy Efficiency and Conservation).
Council Member Lizarraga motioned to approve to apply for an EEC B6 Grant (Energy Efficiency and Conservation). Motion seconded by Council Member Anderson. Mayor Huntley calls for the vote. Vote – 6 in favor, 1 member absent. MOTION CARRIED.
051110 – 3. Discussion and possible action regarding award of Request for Proposal for Town Engineer.
Mayor Huntley motions to possible award Request for Proposal for Town Engineer. Motion seconded by Council Member Lizarraga. Mayor Huntley amends his motion to accept the proposal of PBS&J. Vice Mayor Cowell seconds the amendment. Mayor Huntley calls for the vote. Vote – 2 in favor (Mayor Huntley and Vice Mayor Cowell), 4 opposed (Council Members Lizarraga, Winslow, Anderson and Lukkasson), 1 member absent (Council Member Kelley). MOTION DENIED. Council Member Lizarraga motioned to have Al (Al Johnson, C.B.O.) create a document to present at the next council meeting to basically give a clarification of fees on what the engineer can do. Motion seconded by Council Member Winslow. Mayor Huntley calls for the vote. Vote – 6 in favor, 1 member absent. MOTION CARRIED – ITEM TABLED.
